SWMS

Site-specific SWMS vs generic SWMS — what the difference actually is

A generic SWMS is not automatically wrong. It is unfinished. The problem begins when the unfinished version is the one on site.

What a generic SWMS is good for

A well-written generic SWMS carries the trade knowledge: the usual sequence, the hazards that attach to that trade, the controls that normally work. That is genuinely valuable and it is why templates exist.

It is the skeleton. It cannot know your site, because it was written before anyone saw it.

What makes a SWMS site specific

The five-minute test

Take the company name and the trade off the document and read it. If you cannot tell which site it belongs to, it is not site specific yet.

Where this goes wrong in practice

A subcontractor supplies a good generic SWMS at pre-qualification. The principal contractor accepts it because it is thorough. Nobody revisits it once the work is mobilised, so the document that gets used on site is the pre-qualification one.

The fix is a step in the process rather than a better template: the SWMS is reviewed again after the pre-start, when the actual conditions are known.

Common questions

Is a template SWMS acceptable?

As a starting point, yes. As the document the crew works to without ever being adapted to the site, it leaves the site-specific hazards unaddressed.

Who is responsible for making a SWMS site specific?

The person conducting the business undertaking the high-risk construction work prepares the SWMS. In practice the detail comes from the people doing the work, with the principal contractor verifying it reflects the site.

General information only. This guide describes common construction practice. It is not legal advice and it is not a substitute for the WHS legislation applying in your jurisdiction, which differs between states and territories. Obras does not certify or guarantee compliance — nobody honestly can. Your officers keep every duty under the WHS Act.

SWMS review

A SWMS is not a form. It is a description of how the work will actually be done, and most of the ones handed up on site do not describe the job in front of them.
